    No. If they are addicted to ciggies, alcohol or gambling they will find a way to exchange the vouchers for cash. And if they are spending their money "sensibly" then why make them pariahs by giving them vouchers. Vouchers are demeaning for all who would have them. There are some on benefits who would do nothing to help themselves into work. But most on benefits would like to get a job but are either too sick to work or are still filling in the job applications or have young children and cannot find a job that would pay the bills and cover child care.
