Reputation is one of the things (along side a few other features to be rolled out shortly) which aims to reward users based on the usefulness of their contributions.
While member titles will be based on how senior/how many posts they have made since join, all rewards and extra incentives will be based on what they do on New Rpoints from now on. This is why reputations started from xero.
Users can click on the star icon under the post and "add reputation". Based on the "power" of the user who gives reputation, the user gets certain reputation "points". So if a newbie gives you a reputation, it will give you less points compared to a senior member with good reputation giving you reputation points.
Power is calculated based maany factors like how long you have been a member, how many rep points you have and how many posts you have made etc.
Reputation related rules apply to everyone - equally, mods or members. There are various rules and factors which go into the equation - some are below.
Register Date Factor
For every X number of days, users gain 1 point of reputation-altering power. - currently set at 100
Post Count Factor
For every X number of posts, users gain 1 point of reputation-altering power. - currently set at 500
Reputation Point Factor
For every X points of reputation, users gain 1 point of reputation-altering power. - currently set at 100
Minimum Post Count
How many posts must a user have before his reputation hits count on others? -Currently set at 10
Minimum Reputation Count
How much reputation must a user have before his reputation hits count on others? - Currently 10
Daily Reputation Clicks Limit
How many reputation clicks can a user give over each 24 hour period? - Currently 100
Reputation User Spread
How many different users must you give reputation to before you can hit the same person again? - Currently 5

@mel78, while the way it is calculated is a bit complex (to make it fair and proportionate), it is not too complicated for the users to use. I was only explaining how it works in the background.
A Rep fest is unlikely though. People need to genuinely build up their reputation.
